Best workflow for DVD Authoring from HD (AVCHD) files?

hello all, new forums , after searching through forums, still not have definite solution. 

 

i using premiere pro cs6 to edit avchd files filmed @ 1920x1080, 24 mbps, pf30 (in 60i container).  my sequence set same settings (avchd 1080p30).  the video length 68 minutes long.

 

so problem when dynamic linked encore cs6 , made dvd, quality horrible.  image quality blurry , soft while viewed on hdtv.  tried exporting mpeg2-dvd at ntsc progressive widescreen high quality maximum render quality , maximum depth @ vbr-2 pass (min: 6, target: 7, max: 8).  imported .m2v , audio file encore , burned dvd have same horrible quality. 

 

what best way downscale hd footage sd dvd without quality loss?  either have incorrect workflow downscaling hd sd dvd or i'm used crispy hd footage. on note, how commercial dvds crisp , sharp?

quality loss inevitable dvd should pretty when played dvd player upscaler or bd-player.

your workflow ok.

if want crisp images: make bd.
