Advice on fixed element in design

i post in bc forum thought might more appropriate here ...

 

i'm business catalyst partner , i'm converting client's website bc platform. don't plan rebuild whole site there elements need serious rebuilding.

the limes framing main content -- views fine on desktop, previous web designer used fixed position on which, of course, doesn't render on tablet or mobile.

 

my question ... better ways achieve same effect translate on tablet. plan redesign mobile that's non-issue.

i using ubuntu desktop on lucid , keyboard changes british keys american keys, #/£, ~/| , "/@ around. in system->preferences->keyboard menu have set keyboard uk. when log via putty uk keys come out right. there other place more configuration required? /vfclistsguy actually settings should enough.. can try setxkbmap -query see current layout settings. how do I change the e-mail address for my merchant account
