drawing circles from center and concentric (not using polar grid)

anyone know how draw circle center @ starting cursor location of drag motion?  it's given ellipse shape tool chosen.  neither simultaneously depressing shift or control key concurrent drag motion accomplishes objective.  also, know simple way draw concentric circles each of has randomly chosen diameter , varying stroke width?  polar grid tool isn't relevant objective.

altclick invoke ellipse dialog. altdrag interactively. (add shift constrain circle.)

i using ubuntu desktop on lucid , keyboard changes british keys american keys, #/£, ~/| , "/@ around. in system->preferences->keyboard menu have set keyboard uk. when log via putty uk keys come out right. there other place more configuration required? /vfclistsguy actually settings should enough.. can try setxkbmap -query see current layout settings.
