insufficient privileges how do i overcome this problem

why won't adobe flash player producers not answer these questions , there no need forum.

i have been trying weeks download flash player ( using can find on net ) without success. have tried new beta system opened on 30/5/13 , still no success.

i using ubuntu desktop on lucid , keyboard changes british keys american keys, #/£, ~/| , "/@ around. in system->preferences->keyboard menu have set keyboard uk. when log via putty uk keys come out right. there other place more configuration required? /vfclistsguy actually settings should enough.. can try setxkbmap -query see current layout settings.
