Unusual Paint Bucket tool behaviour

hi all,

 

i've outlined magikarp on different layer using pen tool, , tried fill using paint bucket tool. can see in picture below (magnified 300%) red doesn't capture inside edge , subequently makes picture horrid. red blocky , pixellated - can see around mouth on left-hand-side colour comes jagged point instead of vector you'd expect.

 

i've tried resetting tools i'm having no luck. know how correct this?

what settings antialiasing , contiguous filling?
