Can I download my current PS Elements 9 onto my newer laptop taking it off my desktop?

i have ps e 9.  dinosour desktop no longer load ps.  have original discs , box.   how download laptop?

first of all, mean "my dinosaur desktop no longer load ps." saying did run pse 9 , have trouble?

 

if "download" mean "install", put correct disc in new laptop , install it. you're allowed 2 activated copies. ("download" means internet onto computer, not install disc, avoid future confusion.) sure choose correct disc platform--the boxed version of pse 9 includes both mac , windows discs.
