From a legal point of view, where does Indesign stops and Indesign Server starts?

i know there legal limitations how can automate indesign, after need indesign server. don't know limits are.

more specifically:

need make client web print system. system, end user use simple webapp create basic layout, , input needed data, after witch system generate automatically print ready pdf. in theory. problem client cannot afford indesign server license, need know how far can take automation can still use indesign without violating eula.
