"tracking error" effect - V/H/S movie

hey there, i'm looking way achieve "tracking error" effect used in segment "tuesday 17th" of "v/h/s" not ae pro @ all, give me hint on how it? tia!

start offset effect , noise - maybe bars created masking solid - i'm thinking out loud - i've never made effect - sound you're in hurry started.  there go.

i using ubuntu desktop on lucid , keyboard changes british keys american keys, #/£, ~/| , "/@ around. in system->preferences->keyboard menu have set keyboard uk. when log via putty uk keys come out right. there other place more configuration required? /vfclistsguy actually settings should enough.. can try setxkbmap -query see current layout settings.
