Ruler Not Keeping Absolute Measurement

i under impression rulers across top , bottom of canvas measuring length , width of window @ given resolution.

however, can't case, because notice when crop photo down width of 70 width of 20 on ruler, when crop finishes, width of canvas looking 70, ruler not absolute, kind of relative measure?

 

can explain means?  , there way absolute ruler either of unit? i'm trying do.

if using cs6 can choose keep or delete area outside of crop.

i using ubuntu desktop on lucid , keyboard changes british keys american keys, #/£, ~/| , "/@ around. in system->preferences->keyboard menu have set keyboard uk. when log via putty uk keys come out right. there other place more configuration required? /vfclistsguy actually settings should enough.. can try setxkbmap -query see current layout settings.
