Best sequence to move LR3 catalog from old Win 7 PC to New Windows 8 PC and upgrade to LR4

i have photos , lightroom 3 on old windows 7 computer.  have new windows 8 computer , have purchased lightroom 4 install on it.

what best/proper sequence of actions move photos , lr3 catalog new computer , upgrade catalog lightroom 4.

(i have seen info on upgrading lr3 lr4 on single computer, , transferring photos 1 computer in same lr version.  interested order should things

in both transferring , upgrading).

i in 2 distinct steps.

 

1. install lr3 on new windows 8 computer. move lightroom 3 on new computer, make sure working. http://www.lightroomqueen.com/2009/02/28/how-do-i-move-lightroom-to-a-new-computer/

 

2. install lr4, upgrade lr3 catalog

 

although thing in other order; install lr4 on win7 computer, upgrade lr3 catalog, make sure working, transfer win8 computer.

i using ubuntu desktop on lucid , keyboard changes british keys american keys, #/£, ~/| , "/@ around. in system->preferences->keyboard menu have set keyboard uk. when log via putty uk keys come out right. there other place more configuration required? /vfclistsguy actually settings should enough.. can try setxkbmap -query see current layout settings.
