Summing rounded numbers

i have created expense report form our guys can fill out there mobile device or pc , submit office. i have searched many hours resolve last 2 issues first thing have column 30 rows have sum total @ bottom. example each row has calculated number of .02 cent total should 60 cent. calculated number .0236 cents when sum numbers total of .71 cents not .60 cents, there easy way fix script in total field, how should have been done. second user to able enter custom amount in calculated tax field times items have 0 tax or fixed tax amount. below link file if review. have set submit link @ bottom of page send file me. appreciate can give.   https://www.dropbox.com/s/0ukyju7h636igr4/form%20-%20expense%20repor%20fillable%20under%20 construction.pdf

working money harder many people realise, , accountants won't accept things don't visibly add up. puts particular burdens on programmer.

 

numbers not whole not exact, bad idea use them money. solution: (1) work in cents (2) format dollars , cents (3) round calculations might produce partial number of cents @ time of calculation not later.
