Enable PDF for screen reading in iOS Safari

we want enable screen reading large number of pdfs open in ios apps , safari. simple solution have users enable speak selection in ios, displays speak button when text selected in web context. works word doc or html, not pdfs. i've tried turning on "tagged pdf" in number of pdfs, plus tagging content in different ways, not work.

 

i can investigate using ios "open in" functionality, directly enabling screen reading in web context better option us. there way tag pdfs screen readable?

i using ubuntu desktop on lucid , keyboard changes british keys american keys, #/£, ~/| , "/@ around. in system->preferences->keyboard menu have set keyboard uk. when log via putty uk keys come out right. there other place more configuration required? /vfclistsguy actually settings should enough.. can try setxkbmap -query see current layout settings.
