tint effect

i have 2 layers.  1 duplicate of the other.  when use tint effect on 1 effects both.  there way effect copy?

if apply effect layer , duplicate it, effect on both layers.

 

if duplicate layer, apply effect 1 of layers -- double check only 1 layer highlighted -- effect on 1 layer.

 

please confirm did 1 or other.
