Too many activations when downloading to a Kobo

we public library attempting set e-readers of our home service users.we having number of issues when downloading kobo touch through ade. have 10 devices connected download 1 pc. best way achieve downloading of 5 titles each device?

 

we have been able work around problem on last few months has ground halt , unable download epub titles of our devices. each device has it's own device id , had set adobe ids each well. have tried deactivation , deauthorizing no affect.

 

any appreciated.

the normal adobe drm rules limit single adobeid 6 devices total (including pcs, tablets, ereader devices etc).

i sure there special rules libraries; don't know , forum may not best way find out.
