Frame Rate Conversion

i have following clips need edit in same project:

1. yuy2 codec in .avi @ 1920x1080 , 23.976 fps (uncompressed blu-ray)

2. mpeg2 codec in .mpg @ 720x480 , 29.970 fps (dvd vob file converted mpeg)

3. hfyu codec in .avi @ 720x480 , 29.970 fps (analog capture)

when edit together, rendered file skips, presumably due intermixing 23.976 , 29.970 (clips not intermixed render fine).  need commonize frame rate.  first question is, frame rate should convert to?  tried converting 23.976 29.970 going "interpret footage" , assuming frame rate of 29.970.  ok, creates 2 problems:

1. takes 23.976 footage 3 hours 44 minutes 2 hours 59 minutes on pe timeline , when rendered @ 29.970 results in obvious fast motion, don't want.

2. 6 audio tracks 5.1 sound remain @ 3 hours 44 minutes on timeline, , track out of synch video.

 

alternatively, exact opposite problem if attempt convert 29.970 footage 23.976, in slow mo.

 

jees, i'm gettin' desparate.  out there?  followed video tutorial @ video maker specific premiere pro, doesn't don't tell me how fix above issues.

i using ubuntu desktop on lucid , keyboard changes british keys american keys, #/£, ~/| , "/@ around. in system->preferences->keyboard menu have set keyboard uk. when log via putty uk keys come out right. there other place more configuration required? /vfclistsguy actually settings should enough.. can try setxkbmap -query see current layout settings.
