teekosey,
with view>smart guides on, may:
0) crate star shape (presumably, have already);
1) copy star shape front (ctrl/cmd+c+f) , object>path>average (this create auxiliary star 0 size);
2) create circle w = h twice inner radius of star (or make temporary size , resize in 5) below);
3) drag circle centre align centre of star average (smart guides anchor), centre circle fill inner star part;
4) create smaller circle , drag bottom anchor point snap top of centre circle;
5) zoom in , scale tool, click bottom anchor point , drag suitable point on circle @ 45 degrees , right scale uniformly outwards (or inwards if circle large) until matches star path (smart guides intersect); if have chosen wrong point drag again until have right 1 , there 1 intersection, can see selecting both circle , star;
6) repeat next circles until have enough;
7) create circle larger star , centre round star average;
8) select larger circle , circles made in 5)-6) , rotate 4 copies 72 degrees;
9) delete larger circle , star average.
the star average centroid of star, different centre of bounding box.
you can rotate in other ways.
