Super-beginner question about maintaining perspective

i'll apologize upfront if there better place post question.  i've completed adobe classroom in book , know enough dangerous, not enough accomplish anything...i'm trying create simple label candle.  i've purchased vector border website , trying resize it, can't seem figure out how resize without losing perspective of elements in border.  original border designed fit standard 8 1/2 x 11 page, want resize fit label 6" wide , 3.5" tall.  i'm confused combinations of shift+drag , shift+option+whatever+whatever - - - can't keep them straight.  if can grateful.  i'll hush , go try , find cheat sheet or make me more dangerous...thank thank thank if you've read blasted post!

in transform panel, make sure height , width linked (see screen capture below, circled in red). if dont see little black brackets above , below link symbol, click on symbol. can enter either height or width, , other dimension scale in proportion.

i using ubuntu desktop on lucid , keyboard changes british keys american keys, #/£, ~/| , "/@ around. in system->preferences->keyboard menu have set keyboard uk. when log via putty uk keys come out right. there other place more configuration required? /vfclistsguy actually settings should enough.. can try setxkbmap -query see current layout settings.
