i have 4:3 video, don't want stetch fit 16:9 widescreen;

sorry i'm bit new premier pro if point me in right direction.

welcome forum.

 

create 16:9 sequence.  stack duplicate copies of 4:3 clip on tracks 1 , 2.  use motion>scale effect enlarge copy in track 1 fill frame , give 30% 50% gaussian blur.

i using ubuntu desktop on lucid , keyboard changes british keys american keys, #/£, ~/| , "/@ around. in system->preferences->keyboard menu have set keyboard uk. when log via putty uk keys come out right. there other place more configuration required? /vfclistsguy actually settings should enough.. can try setxkbmap -query see current layout settings.
