Fluid grid for Wordpress: insert PHP code into DW or DW code into Wordpress?

this may stupid question it's dilemma me. here's problem. want create mobile first, fluid grid wordpress website in dreamweaver cs6 based on existing wordpress theme. can see 2 ways of doing that:

 

1) create fluid grid layout in dw, insert wordpress php code right places in dw

pro: fluid grid layout set dw , therefore can edited dw (i imagine)

con: beyond coding skills make functional wp template

 

2) take existing responsive wordpress template media queries , edit in dreamweaver

pro: start functional wp template , have make changes (mostly in css) customise it

con: when start existing template (like skeleton) run trouble using dw

 

for example: click navigation button @ css it's not clear me dw's interface in media query have make changes. did tutorial on creating fluid grid layout dw can that. dw doesn't work same way existing wp template skeleton. searched web can find on creating fluid layout dw, not editing existing one.

 

by way, experienced html/css not php , have local wordpress server running on mac can work in dreamweaver's live view.

 

the problem may starting responsive web design , need more experience media queries, css rules , dw cs6. comment on problem or point me towards more information on subject?
