How can I completely download a PDF file?

i work in tax office , trying download , use tax forms offered on tax agencies' web sites pdf files.

 

i logged on , downloaded several of these on shared pc connected internet, saved them memory stick , took them own, non-networked pc.

 

result: attempt open , view contents of pdfs fails, behaving though i'm trying open network application.  apparently these so-called files shortcuts location out on web , not contain data supposed (and promise to) contain.

 

how make acrobat reader download , save complete, actual data, can use on non-network-connected pc?

 

if tell me it's not allowed, have seek solution involves not using pdfs @ all.

normally, that's happens.
