How Do I detect web links in embedded graphics?

in our publication have great number of advertisments receive pdfs, photoshop , tiff files. our advertising department wants web link in ad live, reader can click/tap on link , take them web page. there way can automate creation of these links, either in indesign or after .folio files created.

 

the first priority detect links in pdf files since these actual text.

 

the next priority detect links in bitmapped files, these need sort of ocr before can scan links.

 

even if pdfs have links built them not detected within indesign.

 

so, tools out there task, or should hire intern?
