missing the "Start new row" option/button in fluid grid div tag

i using dreamweaver cs6 , have project done final class , don't have "start new row" option within div tag when selected. not able move rows or columns no "snap" happening when trying adjust rows or columns.  please me figure out.  thank you

i using ubuntu desktop on lucid , keyboard changes british keys american keys, #/£, ~/| , "/@ around. in system->preferences->keyboard menu have set keyboard uk. when log via putty uk keys come out right. there other place more configuration required? /vfclistsguy actually settings should enough.. can try setxkbmap -query see current layout settings.
