When I place a paper on 12 inch layer it doesn't fill entire layer

it looks thumbnail in center of layer box thing around it...tried looking everywhere answer can me here. , paper i'm placing on 12x12 or 3600x3600px. thank in advance.help.png

inches mean nothing inside of photoshop, that's setting printing.

 

all matters pixels. if created document @ 12x12 inches, had set resolution (72 dpi?). multiple these numbers pixel dimensions.

 

the file placing, check it's pixel dimentions, you'll find document may 12x12 inches, @ drastically different resolution (600 dpi?), means contains far fewer pixels, not fill in same space.

i using ubuntu desktop on lucid , keyboard changes british keys american keys, #/£, ~/| , "/@ around. in system->preferences->keyboard menu have set keyboard uk. when log via putty uk keys come out right. there other place more configuration required? /vfclistsguy actually settings should enough.. can try setxkbmap -query see current layout settings.
