Why is this file locked (man chflags), does it need to be, and is it safe to unlock it?

why file locked (man chflags), need be, , safe unlock it?

type terminal in os x, above file appears have flag set lock.

the reason i'm asking, have bunch of computers inherited have permissions issues within each user's respective home directory ("~"). issue effects acrobat pro x's ability launch ("internal error occurred") since tries access files/folders doesn't have access when user launches. recursively setting ownership respective user fixes problem (and follows apple's guidelines). however, 1 file appears have unix file lock set (man chflags). using pre-installation script on our push policy loop through every home directory. appears above file 1 won't let change permissions.
