Any ideas how to use accessibility features with IRS form 941?

my wife blind, , accesses computer screen reader, jaws.  downloaded irs form 941, fillable form.  unfortunately, doesn't read her.  every line reads 'blank'!  on contacting irs, have no idea it.  doesn't read out loud.  have ideas on how access document screen reader?

the "reading" feature uses special hidden tags information read. 

 

i think , others best served contact irs adding necessary tags. lot of work in cases , irs might not want invest time , money such project since have many forms update every year , such short time period accomplish task. example, year processing tax returns , refunds delayed due last second changes.

i using ubuntu desktop on lucid , keyboard changes british keys american keys, #/£, ~/| , "/@ around. in system->preferences->keyboard menu have set keyboard uk. when log via putty uk keys come out right. there other place more configuration required? /vfclistsguy actually settings should enough.. can try setxkbmap -query see current layout settings.
