Exported video shorter than Work Area length?


i exported mpeg2-dvd using ntsc high quality progressive preset , came out 8.5 minutes shorter actual work area of sequence.  video should 68 minutes long, instead video 59 minutes , 11 seconds long.  far can tell, beginning , end same.  funny thing is, .wav file premiere produces correct length (68 minutes), yet .m2v file 8.5 minutes shorter.  source footage avchd, 1080p filmed @ pf30 in 60i container (which should edited in avchd 1080p30) sequence.

copy clips , put them in 1080p timeline.

make sure premiere interprete them prograssive.

export premiere.

if there gaps in video tracks fill them black video.

make sure videotrack has same length audio track.
