Does Quicktime h.264 render with lesser quality on Windows than Mac?

for many years worked in mac environment output internet in quicktime h.264. worked great, preferred quality on other codecs.

since then, i've moved windows environment, , in trying output same way, seem lose quality though i'm outputting @ same settings.

i remember once doing test output in premiere in both mac , windows @ quicktime h.264 presets 720p, , window's file looked worse. realized data rate thing, naturally checked that. both around 6,000 kbps, windows outputted version looked worse. in fact, couldn't windows output close original media (prores422) without hiking bit rate close 30,000, , still didn't good.

is fluke, mistake, or known problem?

one more question: if 1 exports quicktime h.264 @ 6,000 kbps , whatever reason want re-export , make shorter, lose significant quality if match settings of original exported quicktime, or have raise setting bitrate re-exported version match original?

try exporting without quicktime container.  use standard mp4 container via h.264 export options.
