Replacement tool stopped working in CS6

i using replacement color tool , stopped working. not aware did different, stopped working right in middle of changing color.

 

i select color sampling background ( have tried selecting directly form color swatch) , select color replacement tool.  when try brush color not change.  mode on color.  have complete fundraiser flyer.

what system? document? color mode? aside, using replacment tools , brushes directly usualyl poor man's way of doing sort of thing. may doen quicker , more precise using color range selections , sort of stuff...
