Is this list of supported desktop browsers correct?

my question has versions.  should these browser versions desktops considered "that version + later versions"?  specifically, if html5 supported in ie9, supported in 10?  , if its' supported in chrome 19, current version 26?

at point, lc team has not quite declared support ie10 given there issues. team plans fix in quick time.

i dont know chrome 26.
