RH9 and Framesets not displaying properly in IE8

i have few framsets built in rh9. designed create 3-panel view end-user. toc first panel on right, base procedure, 3rd panel should appear when links clicked within base procedure. has worked fine, , didnt them, 3rd panel not open , when click link should open third panel, opens page default. hyperlink properties show supposed display third frame. idea why happen when havent altered anything?

can provide more information? example if things working ok, has changed stop working. working in rh9? happening in 1 project? happening on links or of them? ie8 issue or ie9 or other browsers have same problem.

i using ubuntu desktop on lucid , keyboard changes british keys american keys, #/£, ~/| , "/@ around. in system->preferences->keyboard menu have set keyboard uk. when log via putty uk keys come out right. there other place more configuration required? /vfclistsguy actually settings should enough.. can try setxkbmap -query see current layout settings.
