Thread: upgrade from 10.10 to 11.04
after 2 or 3 minutes of 'calculating upgrade', receive message box (with 'no-entry' sign) stating following:

not determine upgrade
unresolvable problem occurred while calculating upgrade:
package 'update-manager' marked removal in removal blacklist.
can caused by:
* upgrading pre-release version of ubuntu
* running current pre-release version of ubuntu
* unofficial software packages not provided ubuntu
if none of applies, please report bug against 'update-manager' package , include files in /var/log/dist-upgrade/ in bug report.

can't remove package, suggested in thread, unable upgrade @ all. i'm reluctant remove removal blacklist same reason.
report bug, ran 'ubuntu-bug update-manager' in terminal , received following message:

not genuine ubuntu package

original 'ubuntu' system guadalinex, spanish customisation of 10.04. i've since upgraded ubuntu 10.10 without problems.
i've removed third party ppas , system updated.
as wild guess try using synaptic re-install update-manager. see, if resolves conflict.
