Adding a footer to a form post-creation

i in process of creating several testing protocol forms in acrobat 8.  after forms created, need submit them our document control department allow them add footer mandatory statements , date of release.  however, in our preliminary test, have been unable add footer.  there security setting need adjust in order allow them add footer information?  or need on pdf, before creating form?

do know how adding footer , other information? think adding fields after idea.

i using ubuntu desktop on lucid , keyboard changes british keys american keys, #/£, ~/| , "/@ around. in system->preferences->keyboard menu have set keyboard uk. when log via putty uk keys come out right. there other place more configuration required? /vfclistsguy actually settings should enough.. can try setxkbmap -query see current layout settings.
