format header labels in accordion panels?

i entering text directly (not copying text) header labels.  can format header label when clicked active reveal content area.   'edit together' function works format other header labels, when clicked active reveal content area.  not able format non-active header labels.  when header labels selected in "design view" go active, , can't formatted in non-active state.   how can format header labels both active , non-active states?  (note tutorial on accordion widgets in "kevin's koffee kart" out of date - in many details tutorial not correspond version of muse.)

when select label goes active state.

in order edit normal/non-active state, use states panel in muse (window states) , select normal, mouse down or rollover states of label.
