h.264 for film festival

hi. film has been lucky enough have been accepted film festival , festival director hd h.264 version screening. have send made 720p version because 1080 version 8gigs , 720 version 1.5gb(he said 720 fine).  question is, going under h.264 in export, chose hdtv 720p 24fps since seemed highest quality choice under h.264s.my main question is, think right 1 choose? email said long data rate under 15mbps, looking @ it, it's data rate 5972kbps, think i'm cool, although i'm questioning whether low. in end, i'd know if right choice make in terms of export. sorry question, i'm little nervous because it's on me whether film shows correctly @ festival.

do not have delivery method 8gb 1080 file?

if do, send 1080 if says 720 fine.

he did not specify file size limit, correct?

his email said long data rate under 15mbps, looking @ it, it's data rate 5972kbps...

i max out bitrate level specified.
