Rulers not showing although selected on

i'm starting use new creative cloud version of indesign on imac id window doesn't show rulers though selected on in view.  i’m trying change document dimensions inches way see rulers open document prevents dimension changes taking effect!  work area transparent instead of white background, in case that’s relevant.  there setting somewhere can use reset display show rulers without document open?

it's normal have no rulers until have document open. can change default units in prefs (indesign > preferences > units , increments). affect new work, you'll need cahnge existing files 1 @ time.

i using ubuntu desktop on lucid , keyboard changes british keys american keys, #/£, ~/| , "/@ around. in system->preferences->keyboard menu have set keyboard uk. when log via putty uk keys come out right. there other place more configuration required? /vfclistsguy actually settings should enough.. can try setxkbmap -query see current layout settings.
