Image on top of image

hello:

 

i'm using photoshop cs6 on windows xp.

 

i'm trying create brochure.  want create few pages background image solid , top image translucent/transparent.

 

i've inserted image sample.  how can achieve effect?

 

thank in advance.

 

if plane on different layer, vary transparency want.
