Why can't I save for web in a specific folder using actions?

i cannot life of me figure out how save in specific folder desitnations when using actions , saving web cs6 ps windows. defaults last folder used. not batch processing, using actions on 1 image @ time. have 3 of these actions. action 1 "thumbnail" folder, action 2 "full" folder, , action 3 "large" folder. these actions doing saving web these folders (path displays correctly in action script). after successfully  use action 1 , save thumbnail folder , move on action 2, wants save thumbnail , not full folder. in short have 3 actions saving same folder though recording designated 3 different locations. help!

do have actions set open save web dialog?

(toggle dialog enabled in actions)

i using ubuntu desktop on lucid , keyboard changes british keys american keys, #/£, ~/| , "/@ around. in system->preferences->keyboard menu have set keyboard uk. when log via putty uk keys come out right. there other place more configuration required? /vfclistsguy actually settings should enough.. can try setxkbmap -query see current layout settings.
