Having issues adding audio effects to a .mp3 file

hello,

 

i have preset made makes person talking sound coming through phone.  have used preset many times have stumbled across file not allow me apply it.  tested on other .mp3 files in same project , attaches fine.  tried apply audio effect troubled file , nothing snap it.  ideas why happening?  did need convert .amr .mp3 file plays fine.

update:

actually after doing more research in project appears cannot add effect "mono" .mp3 files "stereo" works fine.  there can apply effects mono file?

i using ubuntu desktop on lucid , keyboard changes british keys american keys, #/£, ~/| , "/@ around. in system->preferences->keyboard menu have set keyboard uk. when log via putty uk keys come out right. there other place more configuration required? /vfclistsguy actually settings should enough.. can try setxkbmap -query see current layout settings. how do I change the e-mail address for my merchant account
