100% CPU Usage in CS5.5 Premiere Pro during export/encoding

i wondering why cpu usage high during exporting of videos.  counter shoots 100% start , hovers @ 95% throughout whole process.  seems dangerous me wanted bring here haven't found same issue on website or google.  here system specs:

 

i5-2400 cpu @3.10ghz

6 gb of ram

64 bit windows 7

geforce 660 ti graphics card (2gb)

 

they aren't top of line feel should capable of encoding.  i've cleaned fans , tried using avi , h.264 formats both led same issues.

 

any appreciated.  i'm new premiere pro i'm sure left useful information out above.

what effects have applied video on timeline?

 

if avi file standard definition dv avi , apply no effects, cut out parts , export new file, have different situation if avi file contains "other" sd video, and/or if apply effects

i using ubuntu desktop on lucid , keyboard changes british keys american keys, #/£, ~/| , "/@ around. in system->preferences->keyboard menu have set keyboard uk. when log via putty uk keys come out right. there other place more configuration required? /vfclistsguy actually settings should enough.. can try setxkbmap -query see current layout settings.
