How can I add callouts on top of anchored images in CS6?

i using indesign cs6 on macbook. have multiple anchored images in long document. of images require callouts, such labels or arrows, should display on top of image , should stay image if these items anchored. there way layer images in indesign anchored?

 

i tried grouping callout objects anchored object, cannot select anchored object , other objects @ same time. know in word can create image canvas , add multiple items that, , grouped together. there way in indesign? or have anchor each callout along corresponding image?

you must release anchored object, group callout, anchor group.
