Exchange Panel Install Failure (403)

when attempting install exchange panel receive install failure notification , reporting download error, prompts retry or contact customer support , error code (403).  have pse 11 installed , adobe application manager.  when application manger launched identifies exchange panel installation.  on previous attempts if identified edge animate installed correctly , working advertised.  thoughts?  thanks.  win7 64 bit os  pse 11 ver 11.0

i using ubuntu desktop on lucid , keyboard changes british keys american keys, #/£, ~/| , "/@ around. in system->preferences->keyboard menu have set keyboard uk. when log via putty uk keys come out right. there other place more configuration required? /vfclistsguy actually settings should enough.. can try setxkbmap -query see current layout settings.
