Where can I download flash builder 4.7 STANDARD?

i can premium off of website, not let me activate 4.7 standard key.  need flash builder 4.7 standard.  after hours of searching have not found way download it.  should easy!

i give more background clarify question.  submitted request upgrade 4.5 std license 4.7.  received e-mail telling me ticket closed, link.  link led ticket, told me go download flash builder 4.7 standard "from adobe download center @ https://www.adobe.com/cfusion/tdrc/index.cfm?product=flash_builder2. "

 

this dead link.  i've looked around, can't find anywhere download fb 4.7 standard - premium.
