ISO file over 25 GB - Encore says it 21 GB????

hi,

 

i have set dvd in encore cs 5.1

 

it 2 , half hour wedding 9 menus , animated buttons.

 

when open build tab says using 21 gb , have 4 left over.

 

i made blu-ray iso file , when done, said file 25.75 gb.

 

why extra? trying burn in roxio toast, won't let me because of size.

 

how can make size smaller can make iso folder it's around 22 1/2 gb burn in toast 11?

 

can inside encore or have re-encode 2 , half hour wedding , make target bit rate , max bit rate little smaller?

i know dvd project allow add computer files in rom content box... bluray have same option?
