Selection Problem

hen make selection , press enter, nothing happens.  selection not made.  have reset tools default.

i have never hit enter when making selection.   end point should meet start point in many instances.  if using quick selection tool let go left mouse button initial selection appears, can add, subtract etc.  see marching ants , know selection made.  if want make further selection in same image following can save initial selection - "save selection" name such "sky" or "dog" etc.  under select drop-down box this.
