DW adding extra space / not aligning

i having issues website working on. looks in dw when test site creates space , can not items line want them? still new dw have created several sites , not had issue. please help.

 

the issue having second box down after image of bridge. want specific font heading saved image. 

 

 "experienced employment , whistleblower attorney"  --> can not line correctly. in dw looks when open in broswer creates space between box above (image of bridge , white text box below). have tried play around padding, margins, positioning etc. can not figure out. added duplicate box underneath test out , seems more accureat dw displays? doing wrong appreciate anyones expertiese can point me in right direction.

i prefer use css borders in place of boxy background images.  keep content areas flexible without restricting them to  background region might big or small depending on how content must hold.

 

height values not recommended in layouts text.  height limits size of container can impede usability.  height determined content.   if needed, use min-height instead of height.

 

i realize want use special fonts, have considered google fonts, typekit or edge web fonts?  background images headings -- nothing site.  images of text can neither indexed or searched engines nor seen language translators , screen readers.  adversely effect site.
