Unable to stop Flashplayer 11.5 from prompting for update


hi, support 3000 machines worldwide.  use windows 7 x64, ie10.  in base image installed flashplayer activex 11.5.502.146, using full exe installer , switches -install -au2 (i not want updates done or users prompts updates).  mms.cfg created using these switches shows 2 lines:

autoupdatedisable=1

silentautoupdateenable=0

and located in x64 path c:\windows\syswow64\macromed\flash

in flash player settings manager, advanced tab shows radio button selection "never check updates (not recommended) selected (this greyed out because of our users run under standard user permissions). installation runs fine , product works fine in ie, problem have users still prompted update adobe flashplayer message on weekly basis.

i looked @ admin guide 11.5, , believe settings right.  why still getting prompt?  mms.cfg have in x86 path well?  there standard user rights relates adobe updates?  should install msi?

i can't update 11.7 right getting ready start rolling out image , don't want make changes @ time.   i'm looking input on may doing wrong continue see update prompts.  in advance information, , i'd happy provide additional info if left out something.
