I Need Advice on Creating a Photo Collage

my current project requires me collage lot of photographs.  particular client likes revise every detail.  illustrator seems way lay things out in mind. size of footprint can change @ given moment need able move things around.  images need lots of filters, drop shadows etc.  trying plan best way tackle & keep file size managable.  tips or advice appreciated!

if (mostly) working raster images (such photographs), photoshop seem more obvious choice. illustrator made vector artwork. there overlaps of features , tools, each application stronger on own (home) ground.

i using ubuntu desktop on lucid , keyboard changes british keys american keys, #/£, ~/| , "/@ around. in system->preferences->keyboard menu have set keyboard uk. when log via putty uk keys come out right. there other place more configuration required? /vfclistsguy actually settings should enough.. can try setxkbmap -query see current layout settings.
